Extract from UNISON South West Regional Council CONSTITUTION AND RULES

a) Motions may be submitted by the South West Committee and its constituent Strategic Committees (as detailed in rule 14), Service Group Executive, Regional Self Organised Groups and Branches

b) Motions or proposed topics for debate must be submitted to the regional office 28 days prior to the date of the appropriate Regional Council Meeting. Motions may also be considered at a special meeting called in accordance with rule 10e)

c) The maximum number of motions which will be considered at any particular meeting of the Regional Council from any of the bodies mentioned in a) above will be three

d) The officers of the Regional Council will make every effort to assist the branch/submitting body in constructing competent motions which meet the wishes of the branch or in identifying other ways in which the issue might be discussed on the agenda, subject to the agreement of the branch/submitting body, such as a guest speaker or open debate No motion or agenda item will be submitted unless there is express agreement by the branch/submitting body Where agreement cannot be reached, the original submission will be placed on the agenda and the Chair will advise Council why it is not competent. It will then be put to Council to decide

e) Motions received from Branches must either come from a quorate general meeting, or a quorate meeting of the Branch Committee and should be conveyed in accordance with the rules of the Branch and signed by the Branch Chair and Secretary. (n both Cases referred to above, motions should be submitted on the correct form.

f) Motions must be within the ability of the South West Committee’s and Regional Council’s powers to achieve


FAQ's

When does the motion have to be submitted by?

This form needs completing and submitting by no later than noon on Tuesday 17 October 2019. After this time, online registration of motions will automatically close. When you click submit, the motion will automatically be submitted to the designated recipients, including UNISON South West regional secretary, Joanne Kaye.

If anyone experiences problems with online submission, email the region (southwest@unison.co.uk) immediately to ask for a motion submission form, which is available in Word format.

How do you submit more than one motion?

To submit more than one motion, please select Motion 2, or, if necessary Motion 3 and complete all the relevant sections. This is limited to three, as no more than three motions can be submitted by one submitting body at any regional council meeting.

There is a time out limit of 30 minutes, so ensure you have all the information needed to complete registration.

Do you need assistance with the content or composition of a motion?

Should any committee, group or branch need assistance with content or composition of a motion, the council officers are happy to provide advice and help ensure that the motion is a competent one. Of course, this will not guarantee that any motion submitted will be agreed at Regional Council, but at least it should be competent and be able to be put forward for consideration. If anyone needs assistance, please tick the relevant box on the registration page.

Should this be the case, given that the motion in its final wording needs to be received by the deadline, you are advised to ensure the motion is submitted well in advance of the deadline, to allow time forthe officers to look at the motion, return it with their advice, and for you to resubmit the final version of the motion.
